The technological and strategic backbone of Service Delivery SA (SDSA) is powered by Webo, a digital directory and website-building software platform established in 2004. Recognized globally as a highly comprehensive directory, eBusiness, eCommerce, and eMarketing site-building platform, Webo provides the robust SaaS infrastructure that makes our civic data collection and public dashboards possible.
Beyond software, Webo specializes in training digital marketing strategists as elite consultants. These professionals utilize the Webo architecture—incorporating strategies like local search optimization, Generative Engine Optimization, and Answer Engine Optimization—to effect meaningful, data-driven change for clients across various sectors. This same methodology of tracking inputs, outputs, and outcomes is now being deployed to monitor municipal performance.
To spearhead this initiative, the founder and CEO of Webo has joined the SD SA Working Group. Our leadership brings a deep, factual understanding of institutional turnarounds, backed by senior executive appointments across the public, private, and NGO sectors, as well as holding a Bachelor of Accountancy, a Bachelor of Commerce (Honours), and a Chartered Accountant designation.
As a former Associate Professor of Accountancy, Financial Management, and IT, our CEO previously served as the Chief Executive Officer of Business Against Crime South Africa (BACSA). Furthermore, during his tenure as a Deputy Director-General and Chief Financial Officer within a national department of justice, he successfully managed a historic financial turnaround resulting in an unprecedented unqualified audit.
On the international stage, our leadership has contributed to the development of the International Federation of Accountants (IFAC) guidelines on Public Sector Budgeting and has consulted for other African nations on achieving step-change in civic service delivery. He is also the author of the organizational strategy book and framework titled People Centred Performance Enhancement.
Against the backdrop of deteriorating municipal infrastructure and growing civic frustration, a coalition of senior executives invited our leadership to constructively monitor and engage with local governance. Service Delivery SA was born from this invitation.
We operate as a strictly apolitical entity. Our mandate is simple: to measure factual public sector performance, gather authentic citizen sentiment, and provide actionable, transparent data to hold the 20 largest metropolitan and local councils accountable.
